ESR 11 Rights-based social assistance schemes
This project aims at comparing different legal mechanisms, which are used to implement the rights-based approach-principles “participation” and “accountability” in the context of social assistance schemes. In Latin America and SSA in particular, numerous cash transfer systems have recently been developed which can make a significant contribution to the implementation of SDG1. A prerequisite for the sustainable and effective implementation of these social programmes, however, is that the people concerned have sufficient opportunities for participation and that they can effectively complain about deficits in programme implementation. The comparison of several social assistance schemes will show which are the advantages and disadvantages of individual design options.
If the position is funded by third-party funds the employee has no teaching obligation.

The project involves a strong collaboration between the Institute of Development Research and Development Policy at RUB and VU Amsterdam and therefore includes mandatory research stays of the ESR in Amsterdam for six months in total.
Further secondments are planned as field research periods (3 months each), supervised by Bahir Dar University (Ethiopia) and University for Development Studies (Ghana).
Specific selection criteria for this ESR position:
The successful candidate has completed an internationally recognised Masters’ programme or a comparable university programme in Law or in Political Science with an above-average GPA. Specialisations in social security law, comparative law and/or social policy would be an advantage. Familiarity with the governance of social protection systems would be an additional plus.
Specific information regarding the recruiting university:
RUB offers a topping-up of allowances financed by the EU to allow for payment according to the salary scale for scientific staff (TVL 13).
The ESR will be a member of the Institute of Development Research and Development Policy of RUB and of the RUB Research School.
The position is part of the European Joint Doctorate ADAPTED. This project has received funding from the European Union's Horizon 2020 research and innovation programme under the Marie Skłodowska-Curie grant agreement No. 956909.
